Simon Kjær entered the match in the 90th minute against PSG. We don't know if he was completely fit at that moment. One theory can be: they only let him play if he is fit. Or: He wasn't 100% fit, but they let him play, because they had to substitute for Tomori.
One of the sources is Luca Bianchin, who's a journalist for the Italian La Gazetta dello Sport. On 29 October he wrote on X: "Kjær not available for Napoli vs Milan this evening: muscle fatigue." Simon Kjær stayed home.
Good news reached us. On 30 October Luca Bianchin posted on X: "Pulisic will return with Udinese or PSG. Like him Loftus-Cheek, Kjær and Chukwueze." So, Simon Kjær is getting better and is expected to be there against Udinese on 4 November or PSG on 7 November.
Milannews.it wrote: "Simon Kjær, who has been struggling with a small muscle strain in recent days, is ready to
return to the pitch which should take place as early as Saturday at San Siro against Udinese. La Gazzetta dello Sport reported it this
morning, adding that it is an important return which
makes Stefano Pioli breathe a sigh of relief given the emergency in defence."

No party yet, because this is what AC Milan manager Pioli said about the injured players in the press conference prior to the match against Udinese:
"Loftus-Cheek will be available with Udinese. Pulisic is not a precaution but he will be there on Tuesday, like Chukwueze. And Kjær also has a good chance for Tuesday."
So, not ready for Udinese, but PSG it is.
It was said that Simon Kjær would rejoin the group today at Milanello.
Tuttosport reported: "Today Simon Kjær should also return to work in the group and be called up for the match against the Parisians (he will start from the bench)."
There was an open training session ahead of the Champions League match against PSG.
But guess what, Simon wasn't there. Due to his absence today, he clearly won't be available against PSG.
We try to stay calm, but there are two major issues. One, the injury seems more severe than was thought initially. There is no
official confirmation of this, but his absence today says a lot.
Two, Denmark manager Kasper Hjulmand will announce the squad for the Danish national team on 7 November. With only a few minutes playing time and
